Milestones before opening
- Confirm organization formation records with primary documents and valid board adoption of operating policies and forms.
- Establish banking authority and conflict-of-interest disclosures for decision-makers.
- Select a real property (purchase or lease), validate capacity and costs, and complete site-use review.
- Complete focused legal review of policies, resident agreement, and site use for the actual location and activities.
- Complete accountant / payroll / budget review against the selected site.
- Bind required insurance and complete safety readiness checks.
- Fund staff coverage and reserves needed for lawful operations.
- Sign an opening release only after required evidence is recorded.

- Formation and governance
- Legal (policies, agreements, site use)

- Broker / property review (once a site is identified)
- Insurance binding and emergency readiness
Preparing draft documents is not the same as being open, insured, tax-exempt, licensed, or funded. Those require separate evidence and approvals.
